This<br \/>\ndocument contains message procedures and formats necessary to<br \/>\nobtain this interoperability.<\/p>\n<p><strong>Purpose<\/strong><\/p>\n<p>The purpose of this document is to provide a standard and call<br \/>\nflows for inter-technology handoff between UMB and other access<br \/>\ntechnologies. The protocols and procedures in this specification<br \/>\nassume that the access terminal (AT) is capable of being logically<br \/>\nassociated with multiple access technologies simultaneously but may<br \/>\nnot be able to transmit simultaneous in different access<br \/>\ntechnologies. The specification allows for initial setup of the<br \/>\ntarget radio access network prior to over-the-air handoff thus<br \/>\nreducing the interruption in real-time services.
