This standard has been prepared by subcommittee 17A: High-voltage switchgear and controlgear, of IEC technical committee 17: Switchgear and controlgear, in cooperation with the Switchgear Committee of the IEEE Power & Energy Society, under the IEC/IEEE Dual Logo Agreement between IEC and IEEE. IEC/IEEE 62271-37-013:2021 is applicable to three-phase AC high-voltage generator circuit-breakers, hereafter called generator circuit-breakers, designed for indoor or outdoor installation and for operation at frequencies of 50 Hz and 60 Hz on systems having voltages above 1 kV and up to 38 kV.
This document is published as an IEC/IEEE Dual Logo standard.
The IEEE Std C37.013™-1997 (R2008) was revised and converted into the first edition of the IEC/IEEE Dual Logo International Standard IEC/IEEE 62271-37-013 published in 2015.
This second edition cancels and replaces the first edition published in 2015. This edition constitutes a technical revision.
This edition includes the following significant technical changes with respect to the previous edition:

  1. content has been added to address the requirements of the other components of the generator circuit breaker system;
  2. requirements for the application of generator circuit-breakers in power plants with multiple generators connected to one step-up transformer have been added;
  3. requirements for testing and application of Tee-OFF generator circuit-breakers have been added;
  4. requirements for application of generator circuit-breakers in power plants with doubly-fed induction machines, pumped-storage power plants, and wind farms have been added;
  5. the clause numbering has been aligned with the numbering in IEC 62271-1:2017;
  6. the topic of reference mechanical characteristics has been revised to improve clarity;
  7. the modifying effects of capacitors on the prospective TRVs for out-of-phase and load current switching has been addressed in Annex M and in Annex N with use of the tool named "GenCB TRV calculator". This tool provides the values of KE2, RRRV0, KRRRV-U, KRRRV-I, td0, Ktd-U, Ktd-I, as well as the values of the parameters of the prospective TRV modified by the capacitors of the generator circuit-breaker.
This document contains attached files in the form of Excel spreadsheets ("GenCB TRV calculator"). These files are intended to be used as a complement and do not form an integral part of the document.

IEC/IEEE 62271-37-013:2015(E) is applicable to three-phase a.c. high-voltage generator circuit-breakers, hereafter called generator circuit-breaker, designed for indoor or outdoor installation and for operation at frequencies of 50 Hz and 60 Hz on systems having voltages above 1 kV and up to 38 kV. It is applicable to generator circuit-breakers that are installed between the generator and the transformer terminals. Requirements relative to generator circuit-breakers intended for use with generators and transformers rated 10 MVA or more are covered specifically. Generator circuits rated less than 10 MVA and pumped storage installations are considered special applications, and their requirements are not completely covered by this standard. This standard is also applicable to the operating mechanisms of generator circuit-breakers and to their auxiliary equipment. This standard has been prepared by a joint working group comprised of members both from IEC 17A/WG 52 representing subcommittee 17A: High-voltage switchgear and controlgear, of IEC technical committee 17: Switchgear and controlgear, in cooperation with IEEE WG P62271-37-013 representing the Switchgear Committee of the Power and Energy Society of the IEEE, under the IEC/IEEE Dual Logo Agreement.

IEC TS 62271-304:2019 applies to indoor enclosed switchgear and controlgear complying with IEC 62271-200 and IEC 62271-201, intended to be used in special service conditions with respect to condensation and pollution deviating from the normal service conditions specified in IEC 62271-1.

The test detailed in this document has been designed primarily to classify the electrical insulation performance of equipment having high-voltage electrical insulation exposed to indoor service conditions, mainly in presence of condensation. The assessment of mechanical components, such as mechanisms, interlocks and enclosure is also considered.
This second edition cancels and replaces the first edition published in 2008. This edition constitutes a technical revision.

This edition includes the following significant technical changes with respect to the previous edition:

a) the description of the several service conditions under condensation and pollution;

b) the classification of enclosed switchgear and controlgear, according to the testing procedure does not cover polluted service conditions PL and PH;

c) a wider description in Annex B of typical indoor environments based on ISO/IEC standards;

d) a new Annex C giving guidance on precautions to improve indoor operating conditions;

e) a new Annex D dedicated to the optional items such as records of mechanical characteristics;

f) a new Annex E, giving additional combinations of environments with condensation and pollution, as well as a proposal of testing procedure of ageing test, is provided to create experience on correlation between ageing effects in laboratory and ageing effects at site conditions.

IEC TR 62271-312:2021(E) refers to high-voltage / low-voltage prefabricated substations (hereinafter prefabricated substations) as specified in IEC 62271-202:2014.
This document, among other options as agreed between manufacturer and user, can be used for the transferability of type tests performed on one or more prefabricated substations with a defined set of ratings and arrangement of components to another prefabricated substation with a different set of ratings or different arrangement of components. It supports the selection of appropriate representative test objects for that purpose in order to optimize the type testing procedure for a consistent conformity assessment.
This document utilises a combination of sound technical and physical principles, manufacturer and user experience and mutually agreed upon methods of calculation to establish pragmatic guidance for the transferability of type test results, covering various design and rating aspects.
