The toolkit project is divided into three phases, see Figure 1:
The Design Phase – In this phase, business requirements are gathered and detailed specifications defined. The primary objective is to develop a confident cost estimate for the build phase. This phase will also deliver a proof of concept toolkit as a demonstration system and a business model for funding of subsequent phases.
The Build phase – In this phase, the production version of the toolkit is built and tested. This phase will also deliver a test framework to support deployment of the toolkit.
The Commercialization phase – In this phase, the toolkit is deployed to end users via a variety of channels (direct download, embedded in vendor applications, etc). Most critically, this phase delivers specific business functionality built into the toolkit. Product vendors and third party service providers can charge their customers for business value built on the toolkit and registry infrastructure.
